It doesn’t take much time or searching to find media headlines declaring how major initiatives, including information technology systems, took too long and cost too much.  The result seems to be a renewed emphasis on strengthening project governance, management and quality assurance.  While these are clearly important, less attention appears to be put toward how the desired benefits of initiatives are being stated and then demonstrated - not only over the project life cycle but also beyond.
