CMC-BC-Vancouver Island: Gauging the Performance of Local Governments: Reflections on the Progress and Pressures Faced with Reviews and Measurement

Whether the impetus is to renew a focus on priorities, to spur innovation, strengthen processes and practices, make the best use of resources, or to demonstrate results, there has been a growing momentum with local governments across British Columbia and Canada to measure and review their programs, services and operations.  Markers of this include stated commitments such as by the City of Calgary to review 80% of its services by 2020; the advent of sweeping service and operational reviews as seen with municipalities across the province and recently announced by the City of Nanaimo; and a renewed pursuit of reporting on performance measures, for internal and public purposes.  In British Columbia, there is also the Auditor General for Local Government, established by legislation to carry out performance audits of local government operations in order to assist with showing accountability to communities and with the provision of efficient, effective and economical services.

Please join us for dinner and engaging presentations and facilitated discussions on this topic, with Mark Tatchell, Deputy Auditor General of the BC Office of the Auditor General for Local Government, and Mandeep Bains, Corporate Performance Measurement Program Manager, City of Richmond.

As Deputy Auditor General, Mark Tatchell is a senior member of the leadership team for the BC Office of the Auditor General for Local Government – the first of its kind in Canada – with oversight responsibility for the conduct of performance audits across British Columbia.  Prior to this, Mr. Tatchell was an Executive Director with the BC Provincial Government, leading multiple high profile policy and program initiatives in an array of portfolios including: policing and criminal justice, open government, public safety and regulation, and local government accountability.

Mandeep Bains is the Manager of the City of Richmond’s Corporate Performance Measurement Program, leading on the development of a guiding framework and strategy for how the municipality establishes and uses performance measures in support of operational along with strategic decision-making.  Before joining the City, Ms. Bains worked with the Province of BC, including as a Manager of Strategic Evaluations.
