Board Roles & Responsibilities
CESBC is governed by members who are elected and appointed to designated roles. Most roles carry a two-year term, with the exception of the National Representative (three-year term).
Up to 10 members are elected and are voting members of the CESBC Board of Directors. Coordinators are appointed and are leaders in their areas of responsibility but are not voting members.
There are many great reasons for volunteering on the CESBC Board of Directors, including:
Networking and meeting new people in the evaluation field
Contributing to improving the evaluation sector
Learning about organizing in-person and online workshops and trainings
Experience managing budgets.

The President guides and oversees the affairs of the Chapter Board of Directors. Board members are expected to provide leadership and act responsibly on behalf of Chapter members, and actively support and uphold the spirit of partnership, teamwork, mutual respect, openness and participation.
The President ensures that Board meetings are regularly scheduled so the business of the Chapter is dealt with in a timely, effective manner; establishes a schedule of ongoing routine Board activities; ensures that the Board reviews Chapter policies periodically and develops short and long range strategies and goals; presides at Chapter AGMs and Board meetings; ensures adherence to Board roles and responsibilities regarding fund allocation and reporting; assigns specific responsibilities and duties to the Vice President; assists the Chapter Secretary with meeting and AGM requirements; liaises with the National Council with the National Representative if required; and supervises the training of newly elected Members at Large.

The primary duty of the Vice President is to assist the President in carrying out their duties. The VP is assigned specific, meaningful responsibilities rather than general duties only. Activities include acting in the absence of the President to call or chair meetings or assuming the President’s duties on an interim basis if the President is unable to serve; project and program development (e.g. professional development and networking initiatives); developing strategic planning initiatives relating to the development of CESBC membership with the Membership Secretary; other strategic planning (e.g., regarding issues of ethics and accreditation); raising of funds; coordination of special projects; overseeing employment contracts signed by the Board and communicating with the Treasurer regarding invoicing and payments.

The Treasurer monitors CESBC’s financial health and ensures that funds are used responsibly to support programming and member services. Responsibilities include:
Monitor revenues, expenses, and cash flow to ensure the BC Chapter can carry out activities as planned.
Manage financial records, ensuring that accurate records are kept.
Present regular financial updates, translating financial information into actionable insights for Board decision-making.
Ensure compliance with regulatory requirements, particularly year-end financial reporting (AGM) and GST tax filings.
Maintain financial policies, such as expense reimbursement and signing authority, and ensures appropriate internal controls are in place for budgets and expense approvals.
Lead the development of the annual budget in collaboration with the Board, track financial performance against the budget, and identify any variances or emerging risks.
Liaise with administrative support and subcommittees (Conference, Professional Development, and DEI Fund) and provide guidance to support the financial viability of events and programs.
With the assistance of the National Representative, ensure that financial obligations and agreements between the Chapter and CES are kept.

The Secretary is responsible for maintaining and managing Chapter records and for ensuring that accurate minutes and correspondence are kept.
This includes accurate reporting of Chapter business and Board decisions; records maintenance including of Resolutions and Standing Rules; timely distribution of meeting agendas and minutes; tracking of contractor work; AGM arrangements including agenda preparation and distribution; enforcement of Bylaws and Standing Rules; reporting of deviations from approved practice; with the assistance of the President and National Council Representative, ensuring that necessary approvals by the Board are obtained, including preparation and exchange of documents.

The National Council Representative(s), under the direction of the Board, acts as liaison between the National Council and the Chapter.
The role includes liaising with other Chapter Board Representatives; promoting Chapter interests at the national level; reporting to the Board on the activities of the National Council; assisting Board members in ensuring that information or funds requested by the BC Chapter Board are provided in an expedient manner by the National Council; assisting the Treasurer in ensuring that financial obligations and agreements between the BC Chapter and CES are kept.

Members at Large may rotate through a series of roles to gain experience of and exposure to Council roles and responsibilities, processes and procedures. The current Member-at-Large roles are:

Members-at-Large may also propose a focus for their role based on their own interests.

Coordinators are appointed. They organize engaging events to bring together CESBC members, partners, and those interested in evaluation to build community, learn together, and develop evaluation competencies. Each role is often shared between two people:
